Steven J. Sell
President, Western Region Health Plan, Health Net, Inc.
President, Health Net of California, Inc.


Steven Sell has assumed a new role as president, Western Region Health Plan, leading Health Net’s commercial business efforts. This enterprise-wide responsibility is in addition to his current position as president, Health Net of California, the largest subsidiary of Health Net, Inc. During his 12-year tenure at Health Net, Mr. Sell has become widely recognized as a champion of consumer-focused initiatives aimed at improving access to and delivery of quality health care.

As president of Health Net of California, facing unprecedented economic challenges and uncertainty around health care reform, Mr. Sell has driven a successful business strategy, developing products that resonate with customers while fostering dynamic relationships with Health Net business partners. His leadership has focused on the distinct needs of California’s regional communities, resulting in tremendous growth for narrow-network products – a success driven by strong working relationships with the broker community and an unwavering focus on serving customer needs. Mr. Sell has refined Health Net of California’s strategic direction, improved company operations and increased member satisfaction.

Before leading Health Net of California, Mr. Sell served as president and CEO of MHN, Health Net’s behavioral health subsidiary. Here, he implemented strategies for enhancing MHN’s product portfolio and client base through expanding wellness and behavioral change programs, and enhancing workplace and work/life services through Employee Assistance Program (EAP) solutions. He also helped to launch MHN’s fast-growing Government Services division by combining the company’s behavioral expertise with experience gained from Health Net Federal Service’s TRICARE contract with the Department of Defense.

Prior to assuming the role of MHN president, Mr. Sell served as MHN’s Chief Strategy and Business Development officer, accountable for the financial, strategic and operational performance of the company’s commercial, health plan, and labor and trust clients. He also maintained oversight for the sales, marketing, account management, clinical services and operations functions.

Earlier in his career, Mr. Sell served as a consultant with Booz Allen Hamilton. He also spent six years with The Prudential in a variety of strategic and operational roles.

Mr. Sell holds a bachelor’s degree in Economics and Political Science from Swarthmore College and a master’s degree in Business Administration from Stanford University.
