Scott R. Kelly
Chief Government Programs Officer

Scott Kelly is the chief Government Programs officer for Health Net, Inc.’s Health Plan Division. Mr. Kelly has overall P&L responsibility for Health Net’s Medicare and state health programs lines of business.

Prior to assuming his current role in July 2008, Mr. Kelly was the Health Care Operations officer for Health Net Federal Services, LLC (HNFS), the government operations division of Health Net, Inc. In this role, he was accountable for all service delivery and performance standards related to health care services. His functional span of activities included Provider Network Development, Referral and Authorizations, Medical Management (UM, CM, DM), Clinical Quality Management and Chief Medical Officer/Medical Directors. Mr. Kelly held this position from December 2006 through June 2008.

From 2003 through 2006, Mr. Kelly served as TRICARE Program Officer for HNFS. In this role, he was accountable for delivery of all contracted services to the Department of Defense and directly responsible for the day-to-day field operations and customer relationships in the TRICARE North Region, covering 23 states and the District of Columbia.

Mr. Kelly initially entered Health Net’s government service business in November 1995 where he led the successful transition of the re-awarded Managed Care Support Contract from the previous Prime contractor to Health Net. His prior operating experience with Foundation Health Corporation helped to achieve a smooth transition for the CHAMPUS/TRICARE Program in California/Hawaii, and since that time Mr. Kelly has served as a key member of the HNFS leadership team through numerous contract awards and implementations.

Mr. Kelly joined Foundation Health Corporation (FHC), a predecessor company of Health Net, in 1986 as director of Program Services and later was promoted to vice president of HMO Operations. For the period of 1990 until 1993, he served as chief marketing officer for FHC, reporting to the CEO. In 1993, he served as president, Foundation Health Preferred Administrators, FHC’s Third Party Administration division, until joining HNFS in 1996.

Mr. Kelly holds a bachelor's degree in Biological Science from California Polytechnic University in San Luis Obispo, California, and is a graduate of the Advanced Management Program at Harvard Business School, an Executive Master’s of Business Administration Program.
